Unchecked emotions made the world outside Newcity dangerous, unruly, and violent. At least, that's the official story in Newcity.... Within Newcity, everyone is content. Bad feelings are not allowed. To ensure harmony, a monitoring implant alerts the police to bring out-of-control residents in for treatment. Getting better is mandatory. Keith senses something is wrong, especially when he starts having some very unusual visions. Escaping Newcity, he finds freedom and friendship -- but learns the outside world isn't a safe haven, either. As things spin wildly out of control on all sides, someone has to figure out what's behind the insidious social control in Newcity before the outsiders really do turn destructive.
