The author presents the lessons learned from his experiences in three decades of infrastructure plan preparation and review. The chapter on plan review collects situations encountered, based on the reviews of hundreds of sets of contract documents, in an attempt to help avoid anomalies that could result in unintentional contradictions or costly field changes.
